Orlando is unusual among large American cities. It draws 100 percent of its drinking water from the Floridan Aquifer, roughly a quarter of a mile underground, with no surface water in the mix at all. That single fact shapes everything else about the water, from why it is hard to why it once smelled of sulfur to why the treatment plants use ozone.
Where does Orlando’s tap water come from?
The Lower Floridan Aquifer, and nothing else. OUC has drawn from it since 1957, pumping about 32.3 billion gallons a year through seven water plants across a 200 square mile service area serving 536,466 people.
Groundwater arrives already filtered by hundreds of feet of sand and limestone. That is why OUC’s report contains no Cryptosporidium, Giardia or turbidity tables — the contaminants that dominate surface-water cities like Houston or New York simply are not the issue here.
The trade-off is what limestone puts in: hardness, naturally occurring radionuclides, and hydrogen sulfide, the rotten-egg smell Florida groundwater is known for. OUC treats with ozone first, which oxidises the hydrogen sulfide away, then adds sodium hypochlorite as the residual disinfectant the law requires.
Does Orlando water have PFAS?
Tested twice, and not detected either time. This is a meaningful result given documented PFAS problems elsewhere in Florida.
OUC sampled under EPA’s UCMR5 programme in October 2024 and April 2025, covering all 29 PFAS compounds plus lithium. The 2025 report states there were no detectable quantities of any of them across both rounds.
One honest caveat: “not detected” means below EPA’s reporting limits, which are 4 ppt for PFOA and PFOS. It does not mean mathematically zero. But it is a genuine non-detection from actual testing, which is a different and stronger finding than a brand or utility that simply has no published data.
Is Orlando tap water hard?
Yes. OUC reports hardness at 129 ppm, about 7 grains per gallon, which sits in the “hard” band on the standard classification scale.

Hardness is not a health issue. It is a scale, spotting and soap-lathering issue. At 7 gpg you will see limescale on fixtures and in kettles, and appliances will benefit from a softener, but nothing about it makes the water unsafe. Did Orlando stop adding fluoride?
Yes, in July 2025. OUC’s own report states it stopped adding fluoride in accordance with direction from the state of Florida.
The change came from Florida Senate Bill 700, signed in May 2025 and effective July 1, 2025. The bill does not use the word fluoride. It restricts local governments from using water additives that fail to meet specified requirements, which functionally ends community water fluoridation. Florida became the second state to do this.
You may see a figure of 0.89 ppm in OUC’s contaminant table. That is from a February 2023 sample, taken before the change, and reflects fluoridated water. Both numbers are OUC’s own; they describe different periods.

Lead, copper, radionuclides, sodium and barium were sampled in 2023 and carried into the 2025 report, which is normal under Florida’s reduced monitoring schedules for systems with consistently clean results.
Bromate deserves a note because most cities never report it. It forms when ozone reacts with naturally occurring bromide, so it appears specifically because OUC uses ozone. The annual average is comfortably under the limit, though one individual sample reached 10.0 ppb, exactly at it. Compliance is judged on the annual average, so this is not a violation.
Why is Orlando’s TTHM number worth watching?
Because it is going the wrong way. TTHM was 66.29 ppb in 2024 and 72.17 ppb in 2025, against an 80 ppb limit.
Trihalomethanes form when chlorine reacts with organic matter in water. They are a byproduct of disinfection, which is itself protective, so this is a genuine trade-off rather than a failure. At 90 percent of the limit, though, it is the one number in Orlando’s report with no comfortable margin left.
Orlando has been here before. In 2019, OUC recorded a TTHM violation at a single sampling point, with an annual value of 81.11 ppb against the 80 limit. OUC disclosed it in its own annual report rather than burying it, adjusted source-water flow, reduced storage tank detention time and increased auto-flusher output, and returned to compliance in February 2020.
An activated carbon filter reduces TTHM effectively if you would rather not wait and see.
Has Orlando had water quality violations?
Three in the entire EPA record, and only one was health-based.

For a system serving over half a million people since 1957, one health-based violation in the record is a strong compliance history.
Is the tap water safe at Disney World and Universal?
This is where most Orlando water articles get it wrong, and the answer genuinely differs.
Walt Disney World is not on OUC water. Disney operates its own water utilities through Reedy Creek Energy Services, with separate public water system IDs registered with the EPA covering Lake Buena Vista, Magic Kingdom and Fort Wilderness, and other areas. If you are staying at a Disney resort, you are drinking Reedy Creek water, which has its own separate quality report and its own data. It is also groundwater.
Universal Orlando appears to be an OUC customer. Universal Studios is marked inside OUC’s official service area map and OUC describes Universal Orlando as one of its two largest customers for electric and water services. We could not find an explicit OUC document confirming water specifically, so we are stating this with that caveat rather than flatly.
Should you filter Orlando tap water?
The water is safe as delivered. Filtering is worth it for three specific reasons rather than out of general concern.
- TTHM at 90 percent of the limit. This is the strongest case. An activated carbon filter, including a basic pitcher, reduces disinfection byproducts effectively.
- Taste. Free chlorine at around 1.2 ppm is noticeable to some people. Carbon handles this too.
- Hardness, if scale bothers you. At 7 gpg you will get limescale. That is a softener question rather than a drinking-water filter question, and the two solve different problems.
Lead is genuinely not a concern here in the way it is in older northern cities. OUC completed a distribution system inventory and found no lead service lines, and the 90th percentile of 2 ppb is among the lowest of any city we have covered. The highest single tap reading was 10 ppb, still under the action level.
OUC also runs a voluntary lead testing programme for schools and childcare facilities, begun in March 2024 and rolling out over four years.
What is OUC building next?
In April 2024 OUC’s board approved a reverse osmosis plant near Lake Nona that will draw brackish water from the deeper Lower-Lower Floridan Aquifer. Wells were being drilled as of the 2025 report. This matters because it opens a water source Orlando has not previously used, which is a long-term supply question rather than a quality one.

Is Orlando tap water safe to drink?
Yes. OUC met every federal and state standard in 2025. Lead was 2 ppb at the 90th percentile with zero sites over the action level, and all 29 PFAS compounds were tested in October 2024 and April 2025 and not detected. The only number without much margin is TTHM at 72.17 ppb against an 80 ppb limit.
Does Orlando water have PFAS?
No detectable amounts. OUC tested all 29 PFAS compounds plus lithium under EPA’s UCMR5 programme across two rounds, October 2024 and April 2025, and reported no detections in either. Not detected means below EPA’s reporting limits of 4 ppt for PFOA and PFOS.
Did Orlando stop fluoridating its water?
Yes, in July 2025, following Florida Senate Bill 700 which took effect July 1, 2025. Naturally occurring fluoride remains at about 0.14 mg/L, well below the 0.7 mg/L level recommended for dental benefit. Parents of young children may want to discuss this with a dentist.

Why does Orlando water sometimes smell like sulfur?
Hydrogen sulfide occurs naturally in Floridan Aquifer water and produces a rotten-egg smell. OUC uses ozone as its primary treatment specifically to oxidise it away before the water reaches you. If you notice it, it is more likely coming from your own water heater than from the supply.
How much lead is in Orlando tap water?
The 90th percentile was 2 ppb against a 15 ppb action level, with zero sites exceeding it. The highest individual reading was 10 ppb. OUC’s distribution system inventory found no lead service lines, which is a stronger position than most older US cities are in.
Does OUC use chloramine?
No. OUC uses ozone as its primary disinfectant and sodium hypochlorite, which is free chlorine, as the residual. Because it does not use chloramine, Orlando has no annual chlorine burnout period, unlike several other Florida utilities where residents notice a taste change each year.
Why does Orlando’s report list bromate when other cities do not?
Because OUC uses ozone. Bromate forms when ozone reacts with naturally occurring bromide in the source water, so it is specific to ozone-treating utilities. The 2025 annual average was 3.7 ppb against a 10 ppb limit, though one individual sample reached 10.0.
Has Orlando ever failed a water test?
Once on a health basis. In 2019 TTHM reached 81.11 ppb at one sampling point against the 80 ppb limit. OUC disclosed it in its own annual report, adjusted flow and storage detention time, and returned to compliance in February 2020. There have been no health-based violations since.
Is Orlando tap water safe for baby formula?
The supply meets all standards, PFAS was not detected, and lead is very low with no lead service lines in the system. Since OUC stopped fluoridating in July 2025, tap water no longer contributes meaningful fluoride, which is a point worth raising with your pediatrician either way.
Do tourists need to buy bottled water in Orlando?
No. Orlando tap water is legally safe and tested against 135 or more substances. Taste complaints usually come down to hardness and chlorine rather than contamination. Be aware that your hotel may be served by Orange County Utilities, Toho Water Authority or Reedy Creek rather than OUC.
